Math exceptions

In general, a mathematical operation like converting a measurement from one unit to another cannot make the measurement more precise. The precision was determined when the measurement was made. But there are some exceptions.

The simplest way is to take a number of measurements of the same thing and average them. The average will be more precise than any individual measurement. However, taking a  number of measurements of the same thing is not as simple as it may seem. For example, simply making the measurement often changes the thing you are measuring.
