standard resistor values

Values are in ohms. For other values, multiply these by 1/10, 10, 100, 1,000, etc.

The fact that a value is “preferred” is no guarantee that it is actually manufactured in some particular (or any) configuration.

Hardly anyone still makes ±20% resistors, and ±50% resistors are no longer made.

The scale is logarithmic, dividing the range 10 to 100 (or 1 to 10, 100 to 1000, etc.) into a number of equal parts (the number following the E is the number of values). However, if you actually calculate the divisions, you will find that some of the numbers are conventional, not calculated.  This is not unusual for logarithmic scales; it is also the case with the aperture scale for photographic lenses, for example.
